The Battle of Monocacy was fought between the 15,000 men of the Confederate Army of the Valley under Lieutenant General Jubal A. Early and 5,800 Union soldiers under Union Major General Lewis Wallace, commander of the Middle Department.

The Confederate forces at the battle consisted of the Army of the Valley, under the command of Major General Jubal Early. The heart of this command was the veteran Second Corps from the Army of Northern Virginia. These were Jackson’s men in the Shenandoah Valley and at Chancellorsville, and had fought under Richard Ewell at Gettysburg and through the Overland Campaign. The Second Corps had suffered heavy casualties earlier in the year, particularly at the Wilderness and Spotsylvania Court House. Several brigades consisted of just the battered remnants of regiments, many no stronger than companies, that had been consolidated together. But these survivors were veterans of many battlefields and knew their business.

The Union forces under the command of Major General Lew Wallace had been hastily gathered from every possible source in his department. Many were rear area troops with little or no combat experience from garrisons at Baltimore and other locations in Maryland. Half of Wallace’s men were from two brigades of the Sixth Corps of the Army of the Potomac who had been rushed north from the Siege of Petersburg. These were dependable veterans who had faced Lee’s men on many a battlefield. But they were badly outnumbered, even with the addition of the inexperienced garrison troops.
